The development of telecommunication networks, combined
with the constant improvement of computer technology is the basis
for the formation of the national telecommunications infrastructure.
At present trend of development of telecommunications networks is
characterized by the association of various functions in the emerging
integrated information and communications complex.
Constant expansion of the capacity of telecommunications lines,
increased computing power of computers, development of information
and telecommunication technologies, the increase in the number of
users encourages telecommunications operators to lower prices for
popular services to data services, including broadband access to
the Internet and offer high quality new services.
Linkage program in the Republic of Belarus for 2006-2010 identified
priority areas for the development of telecommunications in the
near future - the development of data services and networks, cellular
mobile telecommunication.
In order to create conditions for the development of national Internet
segment of the Republic of Belarus is carried out continuous development
of network infrastructure, ensuring the required quality and reliability
of communication, as well as the provision of advanced services
to exchange data, audio and video information.
The basis of any telecommunications networks are the primary network,
a collection of lines and equipment systems of information transmission.
Using the construction of fiber-optic communications equipment synchronous
digital hierarchy allowed to build an initial network "ring"
structure that provides maximum survivability and quality of communication.
The dynamic development of telecommunication networks based on
the primary network, especially networks and data networks, cellular
mobile telecommunication growth in circulation in the telecommunication
network of information necessitated the upgrading of the primary
telecommunications network in the direction of increasing the capacity
of communication channels. Technology spectral multiplexing of channels
of communication used by the national telecommunications operator
of Beltelecom makes more efficient use of bandwidth fiber-optic
cable. Using this technology will greatly increase the capacity
of trunk lines for the development of networks and communication
services in the Republic of Belarus for the future.
State of the art transmission systems of synchronous digital hierarchy
implemented on the trunk and intra-primary networks, the urban telephone
networks in all regional centers of the republic and the major cities,
which enables cost-effectively develop secondary telecommunications
network. In order to ensure access of rural population to modern
telecommunications services, providing for the use of digital streams
for operators of cellular communication, fiber-optic lines are being
built and the village.
Simultaneously with the decision of an important social task of
meeting citizens' applications for telephone installation, telephone
networks have been retrofitted by replacing outdated telephone exchanges
with digital, quality of telephone service, to expand the list of
services while reducing operating costs. The level of digitalization
of switching equipment at the local telephone network was 67 percent.
Currently about 40 percent of subscribers electronic stations enjoy
additional services of telecommunications. In 2006, all payphones
in the country replaced the universal that allow local and long
distance calls. By 2010 the capacity of electronic telephone exchanges
will be not less than 80 percent of the total capacity of telephone
exchange.
The number and variety of telecommunications services is the need

marketing, flexible tariff policy. It can be noted that to date
in the telecommunications market there have been fundamental changes
- the transition from deficit to telecommunication services to telecommunications

modems in the next few years will be a key technology for broadband
customers. The increasing popularity get broadband Internet access
via ADSL technology (asymmetric digital subscriber line) and the
organization of virtual corporate networks (VPN). Easy to install,
free phone, megabit speeds and high quality of communication can
meet the demand of the most demanding consumers. All regional and
district centers established multiplexers for broadband access that
allows to provide a popular service for the whole territory of the
Republic of Belarus.
An important contribution to the development of national telecommunications
infrastructure project will build a network of Metro Ethernet, which
will significantly expand the range of services provided to subscribers.
Basic set of network services Metro Ethernet - is: "voice +
data + video". This project will provide opportunity to receive
personalized services, that is, content that is attractive for the
subscriber and is available at a convenient time.
In the Republic of Belarus is continuing rapid development of cellular
mobile telecommunication network standard, GSM. The total number
of subscribers of the three operators that provide these services
to more than 6 million. Cellular mobile telecommunication covered
area with a population of more than 93 percent of the population.
Intense competition among operators of cellular communication enhances
our list of services and lower costs, encourage operators to introduce
new technologies. Company provides its customers with numerous services
that make mobile communication more versatile and increase the possibility
of using a cell phone.
Cellular mobile telecommunications market will evolve in the direction
of the transition to the next generation of cellular communication
- 3G. The project is constrained by the lack of 3G-free frequency
resource. After a decision on the allocation of frequency resources
will be developed conditions for the granting of frequencies for
the organization of a network of third generation (3G).
In addition to technological measures, the development of telecommunications
in the Republic of Belarus in 2010 will be determined by the legal
reform of the market of telecommunications services, specializing
in the development of competition and training for work in the conditions
of accession of the Republic of Belarus to the World Trade Organization.
