High-Tech Park
 

High-Tech Park - is a unique enabling environment for the development of high technologies in the Republic of Belarus. The purpose of its establishment is to increase the competitiveness of domestic industries arising from the use of high technology holding development of modern information technologies and software to increase their exports, as well as bringing into the sphere of domestic and foreign investment.

The park was created by Decree of the President of the Republic of Belarus "On the Park of High Technologies" signed on September 22, 2005, which was ratified in both houses of the Belarusian Parliament.

Validity of a special legal regime for the park is 15 years. Set of economic, social and legal environment for residents of certain decree, exceeds the level achieved to date in similar parks in Western and Eastern Europe, Russia, India and China.

Working through the established legal regime, residents of the park is fully exempt from income tax, value added tax (VAT), property tax, from taxes, fees and other payments to the national budget, state budget and extrabudgetary funds. Residents of the Park are free to make payments (transfer) of dividends and their founders, including the transfer of funds to non-residents of the Republic of Belarus, registered in the offshore zone. Income received by individuals from the residents of the Park, are taxed at a fixed rate of 9% and not included in the total annual income.

Analysts at Deloitte noted that the establishment of the Park of new technologies and tax incentives which are provided by Decree, the ability to attract investment and further development of new technologies in the Republic of Belarus are becoming attractive.

Jan Mariott, research director at Gartner, during a meeting with the Belarusian delegation at the Summit Gartner Outsourcing & IT Services, in 2005 praised the prospect of a decree of the High Tech Park as a revolutionary overcoming barriers to the republic's elite IT outsourcing.

Experts believe that Gartner (June 2005), the market-oriented services of Belarus belongs to the group, "Perspective players» ( "Up and comers") and has strong capabilities in the international market through niche specialization, using the advantageous geopolitical position . According to experts, the Belarusian market of export-oriented programming has qualified specialists with higher education. This is a significant competitive advantage for the export market of IT services and products in Belarus. Virtually all professionals working in the software export market have higher education. About 90% of specialists have at least the technical level of English. Belarus has a high scientific and technological potential and has a strong school programming. Belarusian engineers, scientists, programmers involved and participate in large-scale complex technological projects in recent decades.
